HSE Officer

Qualifications

Bachelor’s degree in occupational health & safety, engineering, or other relevant disciplines.

Minimum 3–5 years of experience as an HSE Officer, preferably in energy, construction, industrial, mining, and oil & gas projects.

Strong understanding of Indonesian HSE regulations, including SMK3 and K3.

Experienced in handling Construction Safety Management System (CSMS).

AK3 Umum certification and a valid MCU in accordance with SKK Migas standards are mandatory.

Other relevant ISO certifications will be an advantage.

Able to understand and communicate in English.

Willing to be assigned to project sites as required and able to work independently.

Job Responsibilities

Ensure the implementation of Health, Safety, and Environment (HSE) requirements in daily project and operational activities.

Monitor site activities to ensure compliance with HSE procedures and proper use of Personal Protective Equipment (PPE).

Conduct hazard identification and risk assessments, including HIRADC and JSA.

Prepare and maintain HSE documentation, reports, permits, and records in accordance with company and regulatory requirements.

Investigate accidents, incidents, and near-miss cases, and recommend corrective and preventive actions.

Coordinate with project teams, contractors, subcontractors, and clients on HSE matters at site.

Implement and maintain the Construction Safety Management System (CSMS) in line with client requirements, company standards, and Indonesian HSE regulations, and prepare related reports as required.

Assist the ISO Officer in monitoring, implementing, and maintaining applicable ISO standards within the company, and ensuring quality standards are consistently applied in daily work activities.

Participate in audits, inspections, and emergency preparedness activities, including drills and safety training.

About the Role
We are seeking a highly capable HSE Manager to lead and drive Health, Safety, and Environmental excellence within our port and terminal operations.

This role is critical in ensuring safe, compliant, and efficient operations in a high-risk, fast-paced environment involving cargo handling, heavy equipment, marine activities, and contractor management.

You will not only ensure compliance — but also build a strong safety culture and lead continuous improvement across the organization.

Additional PFSO Certification will be a PLUS, Placement in Subang

Key Responsibilities
Lead the development and implementation of HSE strategies, policies, and management systems

Ensure full compliance with applicable regulations, port authority requirements, and international standards

Oversee incident prevention, investigation, and corrective action processes

Drive hazard identification, risk assessment (HIRADC/JSA), and mitigation programs

Manage contractor safety and permit-to-work systems across all operations

Lead internal and external HSE audits, including regulatory inspections

Develop and monitor HSE KPIs and provide strategic reports to management

Promote a proactive safety culture across all departments and levels

What We’re Looking For

Requirements:

Able to communicate in English

Bachelor’s degree in Occupational Health & Safety, Engineering, Environmental, or related field

Minimum 5–10 years of HSE experience, with at least 3 years in leadership role

Strong experience in port, terminal, logistics, construction, or heavy industry

Deep understanding of HSE regulations and operational risks in high-risk environments

Proven experience handling audits, incidents, and regulatory compliance

Strong leadership, communication, and stakeholder management skills
