Job Description:
- Develop, implement, and continuously improve HSE policies, standards, and management systems to support safe and sustainable mining operations.
- Ensure full implementation of SMKP Minerba and compliance with all applicable occupational health, safety, and environmental regulations in mining activities.
- Oversee the execution of safety programs, including hazard identification, risk assessment, incident investigation, and the implementation of corrective and preventive actions.
- Conduct HSE audits, inspections, and performance monitoring to ensure compliance and continuous improvement across mining operations.
- Analyze HSE data and trends to identify risks and develop data-driven strategies to improve overall safety performance.
- Promote and strengthen safety culture, safety leadership, and behavior-based safety (BBS) throughout the organization.
- Coordinate with management, regulators, contractors, and other external stakeholders on HSE-related matters.
- Conduct regular site visits and operational reviews to ensure effective implementation of HSE standards and best practices.
Qualifications:
- Bachelor’s degree in Mining Engineering, Environmental Engineering, Occupational Health & Safety, or related field from a reputable university (Master’s degree is an advantage).
- Minimum 5–10 years of experience in HSE, preferably in the mining or mining contractor industry, with supervisory or leadership experience.
- Strong understanding of SMKP Minerba, mining HSE regulations, and HSE management systems.
- Possess at least one relevant certification such as AK3 Umum, POP, POM, POU, SMKP Minerba Auditor, ISO 45001, or ISO 14001.
- Strong leadership, analytical, communication, and coordination skills in managing HSE teams and programs.
- Demonstrate high integrity, accountability, and commitment to enforcing safety standards and operational excellence.
- Willing to travel and mobilize across multiple operational sites as required.

About the role
This is a contract role for an experienced HSE Director to join the team at PT China Construction Yangtze River Indonesia in Cikarang Pusat, West Java. As the HSE Director, you will be responsible for overseeing all aspects of health, safety and environmental management for the construction of a new data centre facility. This is a critical role that will have a significant impact on the success and safety of this strategic project.
What you’ll be doing
Establishing and implementing robust health, safety and environmental policies, procedures and systems for the data centre construction project
Monitoring compliance with all relevant health, safety and environmental regulations and legislation
Conducting risk assessments and developing appropriate mitigation strategies
Leading safety training and awareness programmes for all site personnel
Investigating and reporting on any incidents or accidents, and ensuring appropriate corrective actions are taken
Collaborating with the project management team to integrate HSE considerations into all aspects of the construction process
Representing the company’s HSE interests in dealings with regulatory bodies and other stakeholders
Providing strategic guidance and recommendations to senior leadership on HSE matters
What we’re looking for
Significant experience (8+ years) as an HSE Director or Manager in the construction industry, ideally with exposure to data centre or other large-scale commercial projects
Thorough understanding of relevant health, safety and environmental legislation, regulations and best practices
Excellent project management, problem-solving and decision-making skills
Strong communication and stakeholder management abilities
Demonstrated track record of implementing successful HSE programmes and initiatives
Ability to work collaboratively in a fast-paced, deadline-driven environment
Bachelor’s degree in Occupational Health and Safety, Environmental Science or a related field

Responsibilities:
Oversee the implementation of Occupational Health and Safety (OHS) initiatives across all units within Samora Group.
Provide safety-related guidance and training to employees, and support new employee orientation on SHE (Safety, Health, and Environment) topics in collaboration with HR.
Coordinate the development of SHE and Business Continuity Management System (BCMS) standards with Operating Units.
Investigate workplace accidents and unsafe conditions—especially at the Head Office—and coordinate with law enforcement and relevant authorities during serious incidents.
Conduct HIRAC (Hazard Identification, Risk Assessment, and Control) activities and assess employee compliance with OHS regulations and policies.
Perform field audits based on ISO 14001, ISO 45001, SMK3, and PROPER standards, and compile audit reports with findings and recommendations.
Continuously update knowledge on SHE regulations and share relevant updates with SHE teams throughout the organization.
