About the role
We are seeking an experienced HSE Officer to join our team at PT Adi Teknik Karya Bakti. In this full-time position, you will be responsible for ensuring the health, safety and environmental compliance of our construction projects in West Bekasi, West Java. Your expertise will be instrumental in protecting our employees, contractors and the local community.
What you’ll be doing
Developing, implementing and monitoring safety policies and procedures
Conducting risk assessments and job hazard analyses to identify and mitigate potential risks
Providing training and guidance to employees and contractors on health, safety and environmental best practices
Performing site inspections and audits to ensure compliance with relevant regulations
Investigating incidents and near misses, and implementing corrective actions
Maintaining comprehensive records and reporting on HSE metrics
Collaborating with project teams to integrate HSE considerations into all aspects of our operations
What we’re looking for
Minimum 1 years of experience as an HSE Officer or in a similar role within the construction industry
Thorough understanding of relevant health, safety and environmental regulations
Proficient in conducting risk assessments, job hazard analyses and safety audits
Excellent communication and training skills, with the ability to effectively engage with employees at all levels
Strong problem-solving and decision-making abilities
Proactive, detail-oriented and committed to fostering a culture of safety
Relevant certifications or qualifications in occupational health and safety, environmental management or a related field

Job Description
Ensure implementation of Health, Safety & Environment (HSE) and security policies across Head Office, including R&D laboratory areas
Conduct hazard identification, risk assessment, and implement preventive controls (HIRADC)
Perform routine inspections, audits, and patrols to maintain safety and security standards
Monitor compliance with HSE regulations, company policies, and global standards
Manage and investigate safety and security incidents, including reporting and corrective actions
Develop and enforce SOPs, emergency response procedures, and safety awareness programs at Halim
Control and monitor access for employees, visitors, and vendors, especially in restricted areas
Operate and monitor security systems (CCTV, access card, alarm systems)
Ensure proper handling, storage, and disposal of hazardous materials and laboratory waste
Supervise PPE usage and enforce compliance across employees and contractors
Respond to emergency situations (fire, evacuation, security breaches) effectively
Inspect incoming and outgoing goods to prevent loss, theft, or unauthorized access
Coordinate with internal teams and external authorities when required
Prepare regular HSE and security reports, including incident documentation
Job Qualifications
1–2 years of experience as an HSE Officer, preferably in office building and laboratory
Holds academic background of Diploma or Bachelor’s Degree
Holds a General K3 (Occupational Health & Safety) certification
Good understanding of HSE regulations
Basic knowledge of security systems and procedures

DESKRIPSI PEKERJAAN:
Memastikan pelaksanaan Fleet Safety Management System.
Menyelenggarakan dan mengawasi program inspeksi, sertifikasi, dan audit.
Melaksanakan safety campaign, safety induction, briefing, pelatihan K3L secara rutin ke seluruh karyawan.
Melakukan survey & safety audit ke vendor transporter secara berkala.
Membuat dokumen JSA, HIRADC, dan Lifting Plan.
Melakukan investigasi kecelakaan kerja dan menyusun rekomendasi perbaikannya.
Menyusun laporan K3 ke Disnaker sesuai ketentuan.
Mengawasi proyek pengiriman atau perbaikan fasilitas yang memiliki risiko tinggi.
Melakukan Safety Gap Analysis berdasarkan regulasi pemerintah dan persyaratan customer.
Menyusun dan melaksanakan simulasi tanggap darurat.
Melakukan pengujian lingkungan kerja secara berkala.

Tugas & Tanggung Jawab:
Memastikan operasional perusahaan di wilayah Bali sepenuhnya patuh terhadap regulasi dan standar lingkungan nasional maupun daerah.
Mengelola dan memperbarui seluruh dokumen perizinan lingkungan seperti AMDAL, UKL-UPL, dan SPPL.
Mengawasi sistem pengelolaan limbah (B3 & non-B3), efisiensi penggunaan energi, serta penggunaan air.
Menyusun laporan lingkungan secara sistematis, akurat, dan berbasis data secara berkala.
Melakukan audit serta inspeksi lapangan untuk mengidentifikasi risiko lingkungan dan menyusun program perbaikan.

Kualifikasi:
Pendidikan minimal S1 Teknik Lingkungan, K3, Teknik Sipil, atau bidang terkait yang relevan.
Memiliki pengalaman minimal 5 tahun di bidang pengelolaan lingkungan, compliance, atau sustainability.
Memahami secara mendalam regulasi lingkungan hidup dan teknis pengurusan izin (OSS/Dinas terkait).
Berpengalaman dalam melakukan audit lingkungan dan penyusunan strategi mitigasi risiko.
Memiliki kemampuan komunikasi dan negosiasi yang baik, terutama dengan instansi pemerintah.
Terbiasa menyusun laporan teknis lingkungan.
Pengalaman di industri F&B atau Retail akan menjadi nilai tambah yang signifikan.
Bersedia ditempatkan atau berdomisili di Bali.

Ability to think critically, identify problems, and implement practical solutions
Proficient in data analysis and report writing
