Currently, we are in the process of establishing a new factory in Pemalang Regency – Central Java, which is engaged in the sports shoe industry.

Responsibilities

Conduct daily site inspection in construction project.

Conduct Toolbox meeting, safety briefing and safety induction for workers.

Ensure workers use PPE properly and follow safety procedures.

Assist in risk assessment (HIRADC/JSA) and update control measures.

Monitor permit to work (hot work, working in elevated positions, lifting, confined space, etc).

Investigate accidents/incidents and prepare corrective and preventive actions report.

Coordinate with supervisor/contractor regarding safety compliance.

Prepare HSE documentation and periodic safety report to management.

Requirements

Minimum Diploma (D3) or Bachelor’s Degree (S1) in Civil Engineering, Mechanical Engineering, or related field

Certified Ahli Muda K3 Konstruksi (Junior Construction Safety Expert)

Fluent in English (written and spoken) – mandatory

Proven experience as HSE Coordinator in construction projects

Strong knowledge of Construction Safety (K3), HIRADC, JSA, and Safety Inspection

Experienced in hazard identification, risk assessment, and incident prevention

Skilled in HSE reporting, safety monitoring, and documentation management

Familiar with Indonesian HSE regulations and compliance standards

Proficient in Microsoft Office (Excel, Word, PowerPoint)

Good communication, analytical thinking, and problem-solving skills

Develop, implement, and continuously improve Health, Safety, and Environment (HSE) policies, procedures, and management systems in compliance with applicable laws, regulations, and industry standards.

Lead and oversee all HSE activities across operations to ensure a safe, healthy, and environmentally responsible workplace.

Conduct risk assessments, workplace inspections, safety patrols, audits, and hazard identification programs to prevent accidents, injuries, and environmental incidents.

Monitor and evaluate workplace safety, occupational health, environmental performance, fire prevention, and emergency preparedness programs.

Investigate accidents, incidents, near-misses, occupational illnesses, and environmental events; perform root cause analysis and implement corrective and preventive actions.

Coordinate HSE training, safety campaigns, toolbox meetings, emergency drills, and awareness programs to strengthen employee competence and safety culture.

Ensure compliance with ISO 45001, SMK3, environmental regulations, hazardous waste (B3) management requirements, and other applicable standards and certifications.

Prepare, analyse, and submit HSE reports, performance metrics, regulatory documentation, and compliance reports to management and government authorities.

Manage emergency response systems, including evacuation procedures, fire prevention programs, first aid arrangements, incident response teams, and business continuity plans.

Coordinate environmental monitoring activities and implement pollution prevention initiatives to minimize the environmental impact of company operations.

Liaise with government agencies, certification bodies, contractors, external auditors, local communities, and other stakeholders on HSE-related matters.

Lead internal and external HSE audits and support certification processes, including ISO, SMK3, RSPO, ISPO, ISCC, and other relevant standards.

Supervise, mentor, and develop HSE personnel while promoting continuous improvement and operational excellence.

Provide strategic recommendations to management on HSE risks, compliance requirements, and improvement opportunities.

HSE Officer (Contract)
Qualifications:

• Diploma/Bachelor’s Degree in Occupational Safety & Health, Environmental Engineering, or a related field.
• Certified as OHS Expert (Ahli K3 Umum) by the Ministry of Manpower.
• Additional certifications such as Work at Height, Basic Fire Fighting, or Basic First Aid are a plus.
• Minimum 1 year of working experience (fresh graduates with strong potential are welcome).
• Knowledge of Solar Power Plant projects is preferred.
• Excellent knowledge of applicable local regulations and international standards in HSE and ESG.
• Strong communication skills in both Indonesian and English, with keen attention to detail.
• Willing to travel and work on-site in different locations.

Job Description:
