About the role
This role focuses on managing chemical safety, environmental compliance, and occupational health and safety within a manufacturing or industrial environment. You will be responsible for hazard identification, regulatory compliance, incident investigation, and the implementation of management systems to ensure workplace safety and environmental protection.
Key responsibilities
- Evaluate risks associated with the handling, storage, and disposal of hazardous chemicals using methodologies like JSA, HIRA, or HAZOP
- Manage the Safety Data Sheet (SDS) database and ensure all chemical labeling and storage comply with GHS (Globally Harmonized System) standards
- Lead investigations for chemical-related incidents or spills, perform root cause analysis, and implement Corrective and Preventive Actions (CAPA)
- Design and deliver specialized chemical safety training and emergency response drills for plant personnel
- Oversee the safe collection, temporary storage, and lawful disposal of hazardous waste in compliance with environmental laws
- Monitor air emissions, wastewater quality, and ambient environments to ensure they meet standard thresholds
- Prepare and submit mandatory environmental reports to government authorities
- Conduct regular internal audits and site inspections to ensure strict compliance with chemical and environmental standards
- Maintain and continuously improve workplace standard operating procedures according to ISO 14001 (Environmental Management) and ISO 45001 (Occupational Health & Safety)
About you
- Bachelor’s Degree (S1) in Chemical Engineering, Chemistry, Environmental Engineering, Occupational Health & Safety (K3), or a related scientific discipline
- 2–4 years of proven experience in EHS/HSE roles, specifically within manufacturing, oil & gas, petrochemicals, or laboratory environments
- Valid Ahli K3 Kimia certification issued by Kemnaker RI
- Deep knowledge of Indonesian EHS regulations (Ministry of Manpower and Ministry of Environment and Forestry laws)
- Strong technical understanding of chemical compatibility, toxicology, and industrial hygiene
- Excellent communication and leadership skills to drive a positive safety culture on the shop floor
- Proficiency in English (both written and spoken) for corporate reporting and international documentation
- Preferred: Certified Hazardous Waste Management Officer (PPPLB3/MPPLB3 BNSP) or Certified Water/Air Pollution Control Officer (PPPA/PPPU)

- Menyusun dan mengelola dokumen HSE yang dibutuhkan untuk aktivitas operasional maupun proyek.
- Memastikan implementasi program K3 dan lingkungan berjalan sesuai kebijakan perusahaan, regulasi pemerintah, dan persyaratan customer.
- Membuat dan mereview Job Safety Analysis (JSA), Hazard Identification Risk Assessment and Determining Control (HIRADC), serta dokumen pengendalian risiko lainnya.
- Menyiapkan dan mengelola dokumen Contractor Safety Management System (CSMS) sesuai persyaratan customer.
- Memastikan kelengkapan dan validitas dokumen Work Permit sebelum pekerjaan dilaksanakan.
- Mengidentifikasi potensi bahaya serta memberikan rekomendasi tindakan perbaikan atau pencegahan (terhadap workshop, gudang, kendaraan operasional, peralatan kerja, dan area proyek).
- Mempersiapkan dokumen dan bukti penerapan sistem untuk kebutuhan audit internal maupun eksternal, serta menindaklanjuti temuan audit dan memastikan tindak korektif dilakukan sampai selesai.
- Melakukan investigasi kecelakaan kerja, insiden, dan near miss serta menyusun laporan dan corrective action.

About the role
We are seeking an experienced HSE Specialist to join our team on a full-time basis in Bekasi Regency, West Java. This is a critical position within our organisation, responsible for developing, implementing, and overseeing health, safety, and environmental programmes across our oil and gas operations. As HSE Specialist, you will play a vital role in ensuring our company maintains compliance with all relevant legislation and industry best practices, whilst fostering a strong safety culture throughout the organisation. This role reports directly to senior management and has a strategic impact on our operational excellence and risk management framework.
What you’ll be doing
- Developing, implementing, and maintaining comprehensive health, safety, and environmental policies and procedures aligned with industry standards and Indonesian regulations
- Conducting regular safety inspections, audits, and risk assessments across all operational sites and construction activities
- Investigating incidents, near-misses, and accidents, producing detailed reports and implementing corrective actions to prevent recurrence
- Providing HSE training and induction programmes to all employees, contractors, and site personnel
- Monitoring and analysing safety performance data, producing reports and recommendations to senior management
- Ensuring compliance with environmental regulations, waste management protocols, and pollution prevention measures
- Liaising with regulatory authorities, clients, and third-party inspection bodies regarding HSE matters
- Managing HSE documentation, records, and certification systems
- Promoting a positive safety culture through engagement initiatives and hazard reporting programmes
- Supporting project teams in identifying and mitigating health, safety, and environmental risks during all phases of operations
What we’re looking for
- Minimum 5 years’ professional experience in HSE management, preferably within the oil and gas, construction, or heavy industrial sectors
- Recognised HSE qualifications such as Certificate Inspector, AGT & CSE, AK3U, ERP, NEBOSH IGC (International General Certificate), IOSH MS (Managing Safely), or equivalent international certification
- Strong knowledge of Indonesian health, safety, and environmental legislation, regulations, and compliance requirements
- Demonstrated experience in incident investigation, hazard assessment, and risk management
- Proven ability to develop and deliver HSE training programmes to diverse audiences
- Excellent written and verbal communication skills in English and Indonesian (or other local languages)
- Strong analytical and problem-solving capabilities with attention to detail
- Experience working on construction or operational sites in demanding environments
- Proficiency with HSE management systems and safety software
- A proactive, collaborative approach to stakeholder engagement and safety promotion
- Preferred: Additional certifications such as OHSAS 18001 (ISO 45001), environmental management qualifications, or experience with major hazard operations.
